Welcome Dr. Charles M. Sutton – Director of Title III

University of the District of Columbia (UDC) is pleased to announce the appointment of Mr. Charles M. Sutton, Ph.D., as the Director of Title III. In this capacity, Dr. Sutton will manage the University’s annual Title III awards, including ensuring the allocation of Title III funding, monitoring and approving all budget requests from project directors and preparing and submitting reports to the U.S. Department of Education. Dr. Sutton is an experienced grant administrator with over 20 years of experience managing federal, state and local grants within government agencies, higher education institutions, and nonprofit organizations. He has extensive knowledge of federal grant guidelines, budgeting requirements, and reporting processes and has delivered comprehensive analysis and recommendations to grant programmatic oversight, fiscal compliance, and regulatory requirements. Recently, Dr. Sutton was the Grants Financial Analyst in the Office of Victim Services and Justice Grants (OVSJG) in the Executive Office of the Mayor for the District of Columbia. As a grant administrator at higher education institutions, Dr. Sutton previously served as the Research Officer in the Office of Sponsored Programs at UDC and as the Director of the Office of Sponsored Programs at Lincoln University, Pennsylvania. As a former federal project (grants) officer in the U.S. Department of Health and Human Services (HHS), Dr. Sutton oversaw millions of dollars in federal grants annually and managed a multi-year intragovernmental agency contract between the Administration for Children and Families, Office of Family Assistance (ACF/OFA) and the Assistant Secretary for Planning and Evaluation (ASPE). Prior to and during his career as a grant administrator, Dr. Sutton was a professor of history for more than 20 years, primarily teaching classes in African American history, the history of the African Diaspora, and the history of Africa. Dr. Sutton has taught at Lincoln University, Pennsylvania, Morgan State University, American University, the University of Maryland Global Campus (formerly UMUC) and Bowie State University. At Bowie State, Dr. Sutton also served as the Principal Investigator (PI) and Project Director of a U.S. Department of Education FIPSE grant. Dr. Sutton earned his Bachelor of Science in History from Lincoln University, Pennsylvania and earned his Master of Arts and Doctor of Philosophy degrees in African American Studies from Temple University.
