The staff of the Office of the General Counsel is responsible for preparation and review of University contracts and agreements and policies, representing the University in legal proceedings, ensuring compliance with applicable laws, providing legal advice to the University, and providing general support consistent with the University mission.
D. Scott Barash serves as the University’s General Counsel. Before joining UDC in March 2014, Mr. Barash was a senior executive at the Universal Service Administrative Company (USAC), the not-for-profit corporation that administers the multi-billion dollar federal programs which provide support for affordable telecommunications and broadband services to Americans living in rural areas, low income consumers (through the Lifeline Program), health care providers, and schools and libraries (through the E-rate program). Mr. Barash joined USAC as its first General Counsel in 1999 and served in that capacity until 2005, when he assumed Chief Executive Officer responsibilities. Before USAC, Mr. Barash was a partner in the national law firm of Jenner & Block and served as a Trial Attorney in the Civil Division of the United States Department of Justice. He began his career as a law clerk to the Honorable R. Lanier Anderson, III, of the United States Court of Appeals for the Eleventh Circuit.

As Associate General Counsel, Ms. Radkar is responsible for maintaining and enforcing the University's compliance program. This involves ensuring that the University not only complies with federal and District statutes and regulations, including the Higher Education Act, but also that it adheres to relevant industry best practices. In addition, Ms. Radkar manages the University's litigation and actively participates on the University's Threat Assessment Team.
Prior to her employment with the University, Ms. Radkar practiced law in the private sector in the Washington, D.C. metropolitan area. Her areas of practice included labor and employment law, discrimination claims, contract law, insurance defense, and litigation. Ms. Radkar is licensed to practice in the State of Maryland and in the District of Columbia. She is an active member of the National Association of College and University Attorneys (NACUA), as well as the District of Columbia Bar.

Ms. Mills joined the Office of General Counsel as a Law Clerk in 2009. As Assistant General Counsel, her areas of practice include contract law, legislative and policy matters, labor and employment law, athletics, and student affairs. Ms. Mills also serves as the University’s Freedom of Information Act Officer. Prior to becoming an attorney, Ms. Mills worked in the Office of Contracts and Procurement for the DC Government Office of the Chief Financial Officer, and as a Retail Buyer for a national department store chain. Ms. Mills is licensed to practice in the State of Maryland and is a member of the National Association of College and University Attorneys (NACUA) and a number of other service based organizations.
