Office of The General Counsel
The Office of General Counsel (OGC) represents the University and Board of Trustees in matters before District and Federal Courts/Agencies and oversees outside counsel. The OGC advises the University administrators on legal issues, including Federal and District regulations related to employment and equal opportunity, scientific research and intellectual property, Title IX compliance, financial aid, property management, contracts and procurement, and many other legal matters. The OGC provides responsive advice and creative solutions to the University’s legal issues.
Avis Russell serves as the General Counsel and is the chief legal counsel for the University.
The staff of the Office of the General Counsel is responsible for preparing and reviewing agreements and policies, representing the University in legal proceedings, ensuring compliance with applicable laws, providing legal advice to the University, and providing general support consistent with the University’s mission and strategic plan, the Equity Imperative.
