
This new role—strategically created to bridge Academic Affairs and the Student Development and Success (SDS) unit—marks a transformative step in UDC’s mission to deliver an integrated, student-centered educational experience.
Carter has over 15 years of experience in cross-sector leadership, spanning both higher education and healthcare. She has successfully led multimillion-dollar initiatives, developed nationally recognized student success frameworks, and championed equity, access and inclusive excellence. Her approach fuses academic innovation with immersive student engagement strategies, equipping learners—from workforce students to doctoral candidates—with the tools to thrive.
A two-time alumna of UDC with a master’s in Speech-Language Pathology, Carter also holds a Doctorate in Administration and Leadership Studies from Indiana University of Pennsylvania. Her professional journey reflects a commitment to data-informed decision-making, inclusive infrastructure development and transformative learning environments.
In her new role, Carter will serve as UDC’s academic champion for the student experience. She will lead the design and execution of a holistic academic success framework and collaborate with faculty, deans, SDS leadership and community partners to align academic programs with student support structures. Her work will enhance UDC’s efforts in recruitment, retention, career readiness and lifelong learning, and she will drive the creation of an academic success hub that integrates advising, prior learning, general education and career transitions.
