On July 23, 2024, the UDC Board of Trustees Operations Committee approved the following university leadership appointments:

Shawn Celio has been appointed Vice President of Human Resources.

Celio most recently served as Director of Human Resources Partnerships and Employee Labor Relations at Morgan State University.

Celio is a seasoned human resources professional whose prior roles include leadership positions with Luminis Health, MedStar Health and Johns Hopkins University. He holds a Master of Business Administration and Bachelor of Science in Business Management from the University of Baltimore.

Celio’s role as Vice President of Human Resources is effective as of August 12.

Stephan A. Byam has been appointed Vice President of Information Technology. 

Byam most recently served as Associate Vice President of Information Technology at UDC. During that time, he led multiple efficiency-enhancing initiatives for the Office of Information Technology.

Byam is an IT strategist with two decades of experience in higher education. His previous roles include senior IT leadership positions at UDC, Baltimore City Community College, LeMoyne-Owen College and Howard University. Byam holds a Master of Business Administration and Bachelor of Science in Electrical Engineering from Howard University.

Byam’s role as Vice President of Information Technology is effective as of July 23.

UDC is also actively conducting a leadership search for the position of Vice President of Marketing and Communications.
