Welcome Mr. Roy Layne, Chief Financial Officer

University of the District of Columbia (UDC) is pleased to announce the appointment of Mr. Roy Layne as Chief Financial Officer. In this capacity, Mr. Layne will develop and execute the University's financial plan, including overseeing and administering financial accounting, budget, grants management, student accounts, compliance and audit activities. He will direct the establishment and maintenance of the finance system and ensure proper allocation and control of resources under accounting and financial management best practices. Mr. Layne has 36 years of experience in the financial auditing of large decentralized multi-location federal entities and leading detailed reviews and validations of agencies' annual financial reports. Mr. Layne previously held roles as the Principal/Partner, Director, Senior Manager, and Manager at the CPA firms GKA, P.C., Walker & Company LLP, CLA (CliftonLarsonAllen LLP) and PwC (formerly Coopers & Lybrand.) At these firms, he audited federal agencies, corporations, colleges and universities, including the Department of Veterans Affairs (VA), National Aeronautics and Space Administration (NASA), Commodity Credit Corporation, Georgetown University, Howard University and the University of the District of Columbia. Mr. Layne was CFO and Comptroller of the Washington D.C. Pepsi Cola franchise, where he oversaw all financial communication with owners and Pepsi Cola Corporate office staff. Mr. Layne served on the Board of Directors of the Prince George's Workforce Development Board, which he chaired for over ten years. The Governor of Maryland also appointed him to serve on the Workforce Investment Board representing Prince George's County from 2008 - 2012. Mr. Layne holds a Master of Science in Financial Management from the University of Maryland Global Campus. He received a Bachelor of Business Administration in Accounting from the University of the District of Columbia and was the top graduating student in the class of 1985.
